dispatch

Composable-facing: emit a user-initiated action.

Interceptors run first, in registration order — the first one to return true consumes the action and dispatch stops there (later interceptors and all listeners are skipped). Unconsumed actions then fan out to all listeners synchronously, in registration order. Both run on the dispatch thread; they must be cheap. Heavy work belongs in a coroutine launched on scope.
