File Access Permission Exception
Thrown when a document backed by a local file:// URI cannot be opened because the app lacks the storage permission required to read the file (the underlying native open failed with a permission error such as EACCES).
On Android 11 (API 30) and above, reading arbitrary files outside the app's own directories via a raw file path requires the All files access (MANAGE_EXTERNAL_STORAGE) permission. The recommended remedy is either to grant that permission or to open the document through the Storage Access Framework (a content:// URI), which does not require it.
