Called when a new configuration was applied without recreating the activity or fragment. This happens when only the scroll direction, scroll mode or page layout mode changed, for example when the user changes them in the settings sheet, or through setConfiguration. Any value read from the configuration earlier, such as the scroll direction, may be out of date and should be read again from configuration.
A configuration change that needs a restart does not call this. The activity or fragment is recreated with the new configuration instead.
