Register a listener that is notified when the scrollable thumbnail bar's scroll position changes. Replaces the legacy RecyclerView.OnScrollListener hook from the View-based scrollable thumbnail bar. Static (FLOATING/PINNED) modes do not scroll and will not invoke the listener. For Compose consumers calling PdfScrollableThumbnailBar directly, observe lazyListState instead.
