getEnableOrientationCorrection

Indicates whether model-based cardinal orientation correction is enabled before fine deskewing. This is independent from VisionSettings.EnableOcr. Honored by the recognition pipelines only — orientation correction is model-based and does not run on an explicit page-level deskew.
