What the scaffold tells its contextual-toolbar slot each frame: where the bar actually docks (post fit-correction), the drag listener the bar must use so the scaffold's drop-zone chrome tracks the handle, and whether a vertical side dock is currently available as a drag target (the View canComposeContextualToolbarFitVertically gate).
